I don't understand why many people consider Symbian such a simple OS that it could only be S40 replacement. This is not true. Symbian was one of the most powerful mobile OS ever made, with preemptive multitasking, great resource efficiency, etc. It's just that its UI needed changes, which were partially intoduced in Symbian^3/Anna/Belle and the remaining ones (some gestures, higher screen resolutions, etc.) were to come with Carla and Donna updates which were never released. With those changes, Symbian wouldn't have been any worse than the leading OSes.

I wonder why the Nokia leadership came to the conclusion that Symbian was not capable to counter IOS and Android.

For the very same reason as why they came to the (insane) conclusion that Windows Phone instead of Symbian would be capable to counter iOS and Android: either plain stupidity or bribery.

Steve Flops ruthlessly open troyan operation would have been nonsense, if Microsoft doesn't own Symbian now, to keep it burried forever (take down a rival). Yet, could have been their distinctive and dangerous tool to attack AndriOS (by further developing to cope with multicores, would have been the key) but wasn't windows, so shouldn't survive. Another xmpl of shortsighted intelligent stupidity (Intelligence wrongly used).
