Having the well-known problem of memory running out on the C drive. Doing all the things that are suggested in the guides, still having trouble. Can the securewidgetinstallerui files in the C:\Resource be deleted?

Based on the name, it seems to be ui that is shown when you install widget so it is up to you. If memory is important why don't you install CFW. More members and RAM and ledd less work.
